Well I guess the manual *did* have the answer after all. After using
"set dial display on" I noticed an error message about hangup missing
an argument. By using "set modem hangup off" the remote modem would
finally send back the CONNECT 19200 message instead of CONNECT 9600.
So the garbage on my screen did turn out to be a speed problem.
